Mark T. Phelps was born in Oklahoma City, Oklahoma on September 22, 1955.  He received his undergraduate degree from Baylor University in 1977, and a Master of Science in Health Care Administration from Trinity University in 1979.  Mr. Phelps spent five years working in the field of Healthcare Administration before attending South Texas College Law, where he graduated in 1988. Mark is admitted to practice in the State of Texas, United States District Court for the Southern District of Texas, and the Fifth Circuit Court of Appeals.

Mark has defended a variety of health care providers in professional malpractice cases in Texas State and Federal Courts as well as before the Texas Medical Board.  He has also provided several health care corporate clients with In House Counsel Services in the greater Houston area and continues to do so.

Additionally, Mark is an Associate Clinical Professor at Texas Woman’s University in the Department of Health Care Administration.  He is responsible for the following classes: Health Law, Ethics, Human Resources, Managing the Hospital, Managing the Outpatient Setting, and Long Term Care.  Mark has also been an Instructor at the University of Texas Health Science Center Medical School at Houston.

Mark is a member of the State Bar of Texas, the Houston Bar Association, and their corresponding Health Law Sections. He is Past Chair of the Health Law Section of the Houston Bar Association.   Mark is the Secretary/Treasurer of the Foundation of the Southeast Texas Chapter of the  American College Healthcare Executives.
